Do you think this teacher did the right thing and what do i do please help !!!?

Sorry, the story is hard to follow. A teacher paid your sister $20 to work around the school? Unlikely, I've never heard of such a thing. If she is being bullied, go to your sister's counselor, then the principal and demand that it stop. If such a thing happened where I teach, we would be engulfed in law suits.
