What is a fair basis for taxation? Why?

We can't cause Bush messed us up so bad. If we could I would like to just see a 10% tax on income. This hopefully would cover all our expenses but now we are so in debt that would be impossible. I think the idea that owning a house or having kids should give you a tax advantage is unfair & started when the churchs wanted to keep people down.
