To get emancipated she will need to go to court, and so will the parents / step parents. Have her contact a lawyer, thankfully in Vegas we have tons and tons of lawyers. The lawyer will help her present a case, if she gets enough evidence she will be emancipated. You are bound to find one who will work pro bono
