Trying to leave Kentucky Behind?

Ive been wanting to leave this state for awhile now and was thinking about Minnesota(among others) and was wondering of anyone could offer some advise/info on the following areas. Rosemount, Bloomington, Eagan, Maple Grove, and Cottage Grove.
