Is this email- Hampton's Chance <info@hc-law.net> true? or just part of scammers?

Is this email- Hamptons Chance true? or just part of scammers? I received a contract from Jacob Enginering Group Inc LOGCAP IV( I applied for a job) . I signed the contract and send back to them. Consequently they require Affidavit of Oath of Terrorism from British High Court and Active Secret Security Clearance. In order to procure, i have to send (�650) via western union as a requirement of UK BOrder agency. I was adviced that my name will be the receiver's and once i confirmed the deposit and gave them the details and after verification, i can withdraw my money after 24 hours. They say it is secure because i will be the reciever and i can only withdraw the money. Is this procedure correct or this is just a scam.
